Frederick H. Noteware

Fred Noteware has enjoyed a distinguished career in public policy advocacy.  A legislative aide during his undergraduate years, Fred is a 1978 graduate of the University of California at Davis.  From 1979 to 1980, he served as Legislative Assistant to Congressman Norman D. Shumway in Washington, D.C.

Mr. Noteware returned to California and from 1980 to 1983 held the top Sacramento staff position for the highly respected Senator Ken Maddy.  He had the responsibility for coordinating all of the Senator’s legislative affairs.  In 1983, Governor George Deukmejian appointed Mr. Noteware as his Deputy Secretary for Legislation in the Health and Welfare Agency.  Mr. Noteware was the Secretary’s lobbyist and coordinated activities among eleven different constituent departments, the Department of Finance, and the Governor’s Office.

In 1985, Mr. Noteware undertook the critical roles of Director of Programs and Director of Public Affairs and Marketing for the California Housing Finance Agency (CHFA).  Mr. Noteware was the Staff Director and manager of program personnel for underwriting, originating, and servicing single family and multi-family loans.  Among other achievements at CHFA, he assisted in the creation of a mortgage insurance entity—the first such program to receive a claims paying ability rating from Wall Street’s rating agencies.

Mr. Noteware was employed as a lobbyist for the California Medical Association from 1991 to 1995.  His major responsibilities had been advocating for physicians in the areas of allied health, prescription drugs and pharmacy, public health, and particularly AIDS/HIV issues.  He has also provided CMA assistance on budget-related matters, managed care, and Medi-Cal.  His key role in fighting against legislation allowing optometrists to prescribe drugs earned him an award for distinguished service from the California Association of Ophthalmology.

He has successfully developed his lobbying business since its inception in 1995.  There have been numerous legislative, budgetary, and administrative accomplishments for all of the firm’s clients in his nine years of private practice.  The philosophy of Noteware Government Relations is to build and maintain long-term relationships with clients by providing exemplary service through frequent communication, sound strategy development, focused execution and adherence to ethics.

Mr. Noteware is a well-recognized figure around the State Capitol and enjoys friendship and respect among members on both sides of the aisle as well as within the Executive Branch of State government.  His advice is sought from Members of the Legislature, staffers, Administration officials, and colleagues in the “third house.”

Mr. Noteware lives in Sacramento with his wife, a sixth grade teacher. They have two college-age children.  He is an Elder in the Presbyterian Church (USA).

 

 




 

Kris Rosa

Kris Rosa is a lobbyist at Noteware Government Relations.  A graduate of University of California at Davis, she began her advocacy career as an associate in 2002.

She has experience testifying before legislative committees, drafting policy papers, and composing position letters.  Her analytical and writing skills have been demonstrated on numerous occasions with high quality, thorough reports to clients. 

Ms. Rosa is well-grounded in the role of articulately advocating the interests for Noteware Government Relation’s clients.

She serves before the Legislature in the role of chief legislative sponsor and thereby facilitates the necessary communication between clients and legislators to assure the desired outcome.
